Randolph L. Carter appears in a 1940 photo of a committe working on civil rules procedures. This was a Committee of the Texas Judicial Council, a group created by a 1929 Texas act to make a continous study of the Texas courts, their organization and their procedures. Mr. Carter, of San Antonio, was eleced Council President in 1943; he was still on the Council in 1946. |
